El Nino continues to strengthen, and a positive IOD is increasingly possible, but sea surface temperatures to the north of Australia and across the Indian Ocean may moderate both climate systems. There is also a possibility of a La Nina event next year as occurred after the El Nino events of 1982-84 and 1997-99. The importance of natural resources for the future of agriculture and food security is gaining traction across the world. In Australia the Centre for Policy Development has released a discussion paper on opening up markets for agricultural goods and practices that maintain or increase primary resource condition.
